Zoe Richardson



Zoe is a Partner in our Public and Regulatory Department. Zoe advises public sector clients, including professional regulatory bodies, on all aspects of their functions, including complaints/discipline, investigation and enforcement, registration and corporate governance. Zoe specialises in the management of complaints made to regulatory bodies, from preliminary stage through to sanction and works with our clients in respect of all elements of the investigation, preparation and presentation of cases for hearing. Zoe is an experienced litigator and regularly advises clients in respect of Superior Court litigation. Zoe also advises clients in respect of statutory investigations, including the prosecution of offences for statutory breaches in the District Court. Zoe also has wide ranging experience in healthcare law and clinical negligence litigation.

Zoe’s experience includes:

  • Managing all aspects of the preparation of complaints for hearing before disciplinary committees, including professional conduct and health committees, of professional regulatory bodies.
  • Advising clients in respect of Superior Court litigation, including emergency suspension and freezing order applications, judicial reviews and statutory appeals.
  • Advising clients in respect of the prosecution of statutory offences before the District Court.
  • Regularly advocating before the High Court and also disciplinary committees and Boards/ Councils of professional regulatory bodies.
  • Advising clients on the interpretation and implementation of legislation and the drafting of guidance documents, procedures and policies.
  • Advising clients on engagement with stakeholders in respect of statutory amendments.
  • Admitted to the Roll of Solicitors in Ireland, 2011
  • Certificate in Mental Health, Capacity and the Law, Law Society of Ireland, 2011
  • CEDR Accredited Mediator, 2011
  • Masters in Law, LLM, Trinity College Dublin, 2007
  • Bachelor of Business and Legal Studies, University College Dublin, 2005
