JP McDowell is Managing Partner for Fieldfisher Ireland and the Head of the Public and Regulatory Department.

JP is a recognised expert in public and regulatory law, and for the past 20 years has advised public sector clients who are accountable to ministers and government departments, on all aspects of their statutory duties. JP manages a team of 21 solicitors, who provide services to statutory and regulatory bodies operating across a range of sectors including health and social care, education, charities, finance and professional services.

JP provides high level strategic advice to public sector clients in relation to policy, governance and statutory interpretation. JP has extensive experience advising start-up regulators, particularly in respect of the drafting of regulations. In addition he oversees the investigation of complaints and attends at sanction meetings, registration appeals and inquiries and as an advocate. He is an experienced advocate before both tribunals and the Superior Courts.

JP also regularly addresses national and international conferences, and hosts regular seminars devoted to topical aspects of Public and Regulatory Law. JP is also a co-author of the only legal text book in this area of law in this jurisdiction entitled “Disciplinary Procedures in the Statutory Professions” (published by Bloomsbury in 2011).


JP’s experience includes:
