Barry Fagan is a Partner in our Public and Regulatory Department. Barry has extensive experience in advising public and regulatory bodies across a wide number of sectors including education, health and social care and charities.

Barry advises public and regulatory bodies on all of their functions including registration, recognition of qualifications, investigations and enforcement, complaints and discipline and litigation, and also has particular expertise in advising start up regulators.

Barry also advises on governance issues and provides training to Councils, Boards, Committees and staff of public and regulatory bodies.

Experience

Barry’s experience includes:

  • Scopes and delivers projects to drive process improvement for our clients and implement change across key regulatory functions.
  • Carries out audits of decision making by public and regulatory bodies including reviewing processes and procedures to identify key areas of risk together with possible solutions.
  • Advises regulatory bodies on the screening and investigation of complaints.
  • Advises start up regulators in relation to the discharge of their statutory functions and is regularly involved in the drafting of regulations.
  • Advises regulatory bodies on the exercise of inspection and investigation functions, including prosecutorial powers.
  • Advises regulatory bodies on the preparation and presentation of professional conduct inquiries.
